ESC full meeting 23 March 2022


Tape Time 1004: Cllr Steve Gallant thanks public re Covid over the past year. Asks public to follow guidlines as Covid will remain with us.

Time 1207 Cllr Rivett. Announces that freeport East bid successful.

Time 1230 Cllr Cook . HM Treasury new measures ensure that holiday home owners properly taxed.

Time 1455 Cllr Brooks Thanks SCC for support re Gull wing bridge (work has commenced in Lowestoft).




Time 1916 Former Cllr Grahem Elliot is allowed by Council to say goodbye after 14yrs as a Cllr. Spoke about The Locks Inn Community pub that he is involved in . Also has enjoyed collaborative working within the Council. Thanks all round to colleagues etc.

TT 2430 Member of public - Miss Smith question about Green stuff.

Cllr Mallinder says ESC is delivering its strong environmental vision. Agrees that more powers needed , Citizens assembly not required.

TT 2725 Mr Ballantyne question re Green issues.

Cllr Mallinder says ESC embeds environmental concerns in everything it does. Rejects extra layers of discussion or committees.

TT 3104 Cllr Rivett speaks about Lowestoft Town plans.

TT 4520 Council discuss a motion:

1. Reaffirm and publicly state tonight our support for the Ukrainian people’s struggle and resistance against a dictator.

2. Ask officers to assess how many families and individuals East Suffolk Council could undertake to sponsor.

3. Write to the Home Secretary expressing our wish to act as a sponsor and asking to be kept informed of the progress of the uncapped sponsored humanitarian visa route, so that steps can be taken to aid people seeking to come to the UK from Ukraine as soon as possible.

TT 5001 Cllr Smith-Lyte says that a 2050 green targets is too late . CEE bill should be supported ( Climate and Ecological Emergency Bill). Greens want a citizens assembly (sounds like an extra layer of communism?).

Cllr Mallender points out that environment is key to ESC. Proposes ammendment so that matter is referred to council's own committee. (environmental task group).

TT 1hr22min Vote: 33 in favour of ammendment (ie that the matter gets referred to the councils own environmental task group) 13 against the ammended motion.


TT Vote 1hr40min Ammended motion (to refer the environmental matters to ESC own task group) .voted unanimously.
